"When we first began to rule Crystal Tokyo, we believed that the people were steadfast in their beliefs and strong in their morals. But people are fickle. Their respect for the queen and her power remains strong, but their faith in her beliefs is waning over the generations. Eternal peace and happiness eventually become hard for people to accept. Especially when that happiness becomes increasingly hard to maintain."

Endymion is known as a wise, practical ruler and a exemplary peacekeeper, helping to rule over the many years of peace in Crystal Tokyo.
But Endymion does not realize that things in Crystal Tokyo are not as picture-perfect as they seem. Although he believed that the only darkness in the Crystal Tokyo's era of shining light were the blights of the Death Phantom and Nemesis, the truth is that he and his wife have unknowingly been party to an era that, if it is free of disease and starvation, is still privy to hunger and homelessness--indeed, perhaps more so because such problems are no longer seen as serious.
Things come to a head with the arrival of the Moon Senshi. His daughter, Chibi-Usa, begins to realize that her parents seeming utopia is not the paradise it's cracked up to be, and although Endymion tries to deny it to himself, he soon begins to realize that she may be right--and that his attempts to 'protect' her from the world outside the palace walls and the violence of the Moon Senshi may only pull him and his beloved daughter further apart...
